McMahon was retained to provide design engineering services for the preparation and submittal of Conceptual Full Build‐Out and Interim Build‐Out roadway improvements, partially funded via FHWA earmark grants. In April 2009, the Pennsylvania Department of Transportation (PennDOT) conceptually approved the Transportation Impact Study (TIS) “Smart Transportation” scoping checklist prepared for the planned Antrim Commons Development project located off SR 0011 at I‐81 in Antrim Township, Franklin County. The development will consist of approximately 2 million sq. ft of warehousing, 75,000 sq. ft. of mixed retail, and 30,000 sq. ft. of office space. Off‐site improvements included two signalized intersections with ramp realignment, roadway reconstruction and bridge rehabilitation. McMahon was responsible for conceptual design plans, data collection counts, Traffic Impact Study, alternatives analysis, survey, public involvement, NPDES permitting and multiple HOP Permits as well as PENNDOT Design Field View and PS&E roadway plans for this development driven local-lead project.
