McMahon and the City of Allentown implemented the Downtown Allentown Traffic Event Management & Mobility Plan to accommodate the influx of vehicular and pedestrian traffic in the Downtown area associated with the new PPL Center and other significant mixed-use developments in the Neighborhood Improvement Zone (NIZ).

Anticipating additional traffic associated with the renaissance in the heart of Downtown, the City took a proactive and collaborative approach to managing congestion, enhancing safety, and improving accessibility for motorists and pedestrians.

In February 2014, the City retained McMahon to develop cost effective and sustainable transportation solutions to improve circulation in the Downtown core during peak periods as well as special events. Based on need to implement solutions prior to the PPL Center opening in September 2014, the City developed the Downtown Allentown Traffic Event Management & Mobility Plan with three interrelated components: 1.) Traffic Responsive Signal System and Transportation Management Center; 2.) Wayfinding Program; and 3.) Event Management Traffic Control Plan. The project team and partners shared a common goal and deadline to ensure safe and efficient access to Downtown for the first event at the PPL Center in September 2014.

To meet this goal, the typical design and implementation schedule was condensed from 18 months to 6 months. The entire project was implemented by August 31, 2014. The improved access to Downtown will support redevelopment in the City and the Lehigh Valley’s overall regional economy, particularly because the ease of access and parking are key factors for locating businesses and attracting visitors. The benefits of this project will continue to be realized over the coming decades as the transformation of Downtown Allentown expands.
