McMahon with TCA assisted Lycoming County and five municipalities with preparing a 20-year land use and transportation improvement plan, which included access management and multi-modal considerations along the key corridors and may be converted into a transportation impact fee study in the future. McMahon worked closely with the Muncy Area Corridor Access Management Plan (CAMP) Committee to identify existing and future roadway operating characteristics and deficiencies, develop transportation capital improvement plans with cost estimates, and calculate an impact fee for future consideration.
The Muncy Area CAMP examined twenty‐one intersections along the key corridors in five municipalities, which included Hughesville and Muncy Boroughs as well as Muncy, Muncy Creek and Wolf Townships. The study area included one Transportation Service Area (TSA) and was developed so this area will not to exceed seven square miles, in order to be consistent with PA Act 209, if pursued in the future. The key corridors included portions of S.R. 2014, S.R. 2036, S.R. 2049, S.R. 0220 and S.R. 0405. Improvements were considered for two potential future growth scenarios.
