The Pennsylvania Turnpike Commission (PTC) tasked McMahon Associates with completing an Intelligent Transportation System (ITS) needs assessment of the four existing western Turnpike extensions and one planned extension: Amos K. Hutchinson Bypass, Mon-Fayette Expressway, Beaver Valley Expressway, Findlay Connector, and planned Southern Beltway. The PTC has implemented an aggressive ITS deployment strategy directed toward traffic operations in an effort to improve traveler information and, ultimately, traveler safety. Up to the time of the study, the western extension ITS needs had yet to have been determined. This study investigated the need for ITS deployment along the extensions, and provided the due diligence required to make informed decisions on allocating capital expenditures for project design and construction.
